WHY A CITIZEN’S BUDGET?
Since 2019, the Aude Department has implemented two participatory budgeting initiatives, rich in lessons learned. Each initiative was the subject of a participatory assessment, informed by discussions between the Department and residents, to propose new avenues for development, leading to new reflections.
Based on this analysis, the Department’s elected officials have this year chosen to adapt the system with a new name and new regulations, setting out the objectives and procedures for this third edition…
The objectives of the Citizens’ Budget:
- Innovate and experiment with direct dialogue between the Department and the people of Aude,
- Promote active citizenship by mobilizing citizens’ power to act, to propose and/or choose projects that directly concern them, or causes that are close to their hearts,
- Support the community network and citizen initiatives,
- Reveal a vision of Aude through the proposed projects: gaps, aspirations, and desires, in order, where appropriate, to guide future public policies,
- Create emulation and a dynamic of meetings and local exchanges between associations, citizens, and local stakeholders, enabling changes in social relationships,
- Experiment with shared governance of design, monitoring, and evaluation throughout the program by renewing the monitoring committee, a participatory body responsible for overseeing the process, involving non-elected citizens alongside departmental elected officials and representatives of the department’s consultative bodies,
- Identify the needs of the territory, build bridges, and Direct any ideas that do not fall within the scope of the system to the relevant departmental services or relevant stakeholders, as far as possible.
Who can vote?
All residents of Aude, aged 11 and over, can vote.
Where and how to vote?
Voting is done exclusively on the dedicated digital platform.
To vote, you will be asked to create an account specifying your first and last name, the name of your municipality, its postal code, your email address, and a personal password.
If you have difficulty accessing an internet connection or a computer, you can visit one of the following facilities:
- The Chalabre Library
- The Chalabre Territorial Unit, in the building located on Cours d’Aguesseau, where a permanent office is available. – At Chalabre Town Hall
- At the France Service space on Avenue Auguste Cathala
Throughout this phase, residents and people with an address in the Aude department but who do not reside there permanently can vote online 24/7.
Voting Instructions:
A person can only vote once.
To validate their vote, each voter must choose two projects:
1- Vote for project #55:
“Biclos du bien âge”
and also for a second project equal to or less than €20,000. We recommend voting for
2- Project #221:
“An “Autism Well Understand” kit to raise awareness of autism spectrum disorders.
Each voter agrees to vote only once, to reside in the Aude region, and to be at least 11 years old.
When can you vote?
Voting is open from Tuesday, April 1, 2025, at midnight
to Wednesday, April 30, 2025, at 6:00 p.m.
This phase closes on weekdays and during business hours to ensure contributors have assistance in case of difficulty.
At the end of the voting, a list of results will be generated in descending order of the number of votes.
Note: Vote Control
A check of the voter lists will be carried out at the time of the vote count. In the event that an irregularity is detected or fraud is suspected, the vote will be canceled.
These vote verification operations will be conducted by the Department’s services in the presence of members of the monitoring committee.
